ACCOUNTANT VII (CENTRAL PAYROLL) 

(EM-05)

Salary: $7,359.00/monthly


Position Details

Plans, manages and administers a city-wide program involving centralized payroll activities; develops policies, procedures and accounting controls to assure the accurate and timely processing of payrolls and payroll-related items; and performs other related duties as required.

Current vacancy:  Manages, develops, evaluates and administers policies and procedures for the payroll and accounts payable functions of the City.  Responsible for the administration of the Enterprise HR/payroll system, automated Time and Attendance and Leave Accounting Systems, and the centralized accounts payable system.


The current vacancy is with the Budget & Fiscal Services Department, Accounting Division. This list may be used for future vacancies in this department.

Requirements

MINIMUM QUALIFICATION REQUIREMENTS:

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with major work in accounting or a related field.

Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree in accounting.

EXPERIENCE REQUIREMENT:

Five years of experience in professional accounting, including or supplemented by two years of payroll accounting experience, three of which shall have been in a supervisory capacity.


Such experience must have demonstrated knowledge of the theory and practice of commercial and governmental accounting; preparation and analysis of financial statements; budget administration and expenditure control; and the ability to plan, assign, supervise and coordinate the work of a centralized payroll staff; develop policies, procedures and controls for an effective computerized payroll processing system; exercise independent judgment and make decisions; and analyze data, detect errors and correct inconsistencies in accounting and payroll records.

Substitution:
A master's degree in Accounting will substitute for one of the required five years of professional accounting experience.  There is no substitution for the payroll accounting or supervisory experience.
