Inspects all properties within the Villages of Kapolei Association to evaluate physical conditions and ensure the Covenants Enforcement policy is administered by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Inspects all properties including residential lots, common areas, vacant lots, vehicles, and recreational facilities to evaluate physical conditions, safety practices, and covenant violation situations.
Investigate and take action on all complaints and/or reports of covenant violations within 48 hours of receiving the complaint or discovery of the violation.
Maintains Covenants Enforcement data input into master files and submits monthly reports to Board of Directors.
Follow the Covenants Enforcement policies and procedures for abating violations, as established by the Board of Directors.
Review applications submitted to the Design Review Committee to ensure that all forms, plans and information are included as required by the Design Committee Rules and Guidelines.
Inspect approved Design Review Committee request(s) on a timely basis and send letter(s) of confirmation to the homeowner.
Educate the Villages of Kapolei Association homeowners as to the purpose of the DCC&R and how it benefits each homeowner as well as the Association.
Continue to seek, evaluate and implement new methods which would improve productivity and efficiency of the Covenants Enforcement procedures.
Prepare written letters and reports of findings and recommendations for correction of unsafe or unsanitary conditions.
Confer with other employees to generate compliance with covenant standards, building codes, and any other regulations.
Conducts informational meetings among various educational, civic, and sub-association groups to promote general homeowner concepts.
Confer with the Association’s Attorney and Department of Hawaiian Homelands on legal matters pertaining to enforcement of the governing documents.

EDUCATION and/or EXPERIENCE: Four-year college or university program certificate; or two- to four-year related experience and/or training; or equivalent combination of education and experience. Extensive experience in working with all levels of personalities while conducting oneself in a professional manner.
LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to compose and write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS: Current Driver's Licenses with proof of insurance. Daily use of your personal vehicle required.
OTHER SKILLS and ABILITIES: Ability to work with computer office programs (electronic mail and time management) and other computer programs. Familiarity with construction terminology and reading of blueprints. Proficient in working with the guidelines from the State of Hawaii and the City & County of Honolulu with respect to building requirements and traffic matters. Ability to work with all types of personalities and keep an open mind when approached by a disgruntled homeowner.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee is occasionally exposed to dust and extreme heat.
